The external dimension of the European Union’s Area of Freedom, Security and Justice

The paper is not only about the legal and political aspects of the external dimension of the European Union’s Area of Freedom, Security and Justice (hereinafter ED AFSJ) but also the nature and determinants of its functioning. A huge number of scientific and political treatises and quasi-treatises make us to highlight some questions which can help to understand fully the meaning and the importance of ED AFSJ:
- do we have the paradox that the main external dimension of AFSJ is not the matter what to do in “exterior” of EU, but how to react to what happens (under the influence of the “exterior”) in “interior” (how to protect the “interior”)?
- is the Islamic extremism an external or internal dimension of possible public danger?
- is the EU international personality recognized? If not, we can speak only about interstate agreements, but not the common ED AFSJ etc. 
The paper argues also that the external dimension of AFSJ will be obscure and unclear as long as whole the matter of internal and external dimensions of above mentioned area is not visibly structuralized and defined (as a proces but not only as the EU values). Moreover, despite the fact that there are a plurality of policy agendas and strategies, during the last years there has been not even a single and homogeneous EU policy agenda on AFSJ policies. As the consequence of the situation, in the nearest future we can have many obstacles for the further development of ED AFSJ.
